On July 20th, the Sixth Meeting of the Second Council of China-ASEAN Chamber of Agricultural Commerce (CACAC) was held in Urumqi, Xinjiang Uygur Autonomous Region. The meeting summarized the work carried out since the Fifth Meeting of the Second Council of CACAC, studied and laid out the priority of work in the next step, set up the International Water Soluble Fertilizer Branch of CACAC, and deliberated and voted on related matters.

Li Dianping, president of CACAC, made a report on the work of the Council. Long Wen, member of the Party Committee of the Supply and Marketing Cooperative of the Xinjiang Uygur Autonomous Region, and deputy director of the Council, and Gao Jiangchun, deputy director of Supply and Marketing Cooperative of the Xinjiang Production and Construction Corps, respectively delivered a speech for the meeting. Fan Huiqun, vice-president and secretary-general of CACAC presided over the meeting and made a summary. More than 60 people attended the meeting, including the heads of the relevant divisions of the Department for Science, Education, Associations and Societ of All China Federation of Supply and Marketing Cooperatives (ACFSMC), representatives of the member units of the Second Council of CACAC, representatives of the members of the International Trade Committee of CACAC, and representatives of the founders of the International Water Soluble Fertilizer Branch of CACAC.

Li Dianping pointed out in the work report that since the Fifth Meeting of the Second Council in September 2017, CACAC, with the support of all members, has actively carried out work under the guidance and assistance of relevant state departments and business supervision departments, enhanced internal and external exchanges, and strengthened service for the industry and members, achieving positive results. First, we have continued to strengthen internal and external contact and cooperation, further expand the space for exchange and development as well as contacts with relevant national ministries and institutions functioning abroad, enhance cooperation with the embassies of ASEAN countries in China and relevant departments. In addition, we organized the serial activity of visiting four countries this year to strengthen business contacts with relevant organizations and institutions of ASEAN countries. Second, we have strengthened market research and policy support, including getting on a favorable national fertilizer off-season reserving policy featuring being stable, reserving scale maintaining at 10 million tons, and another 5.5 million tons of reserves being added in 2017/2018; uniting with multiple associations to reflect the appeals of companies on export tariff to relevant national ministries, which has led to a significant reduction in the export tariff rate of China's NPK compound fertilizer from 20% to 100 yuan/ton; seeking for project funding support in many ways and successfully listing the ACFSMC in the support range of applying for the 2018 Lancang-Mekong cooperation special fund project. CACAC also declares the project. Third, we have enhanced the infrastructure of CACAC and improved its development capacity and service level. The work we conducted in this aspect includes making preparations for the building of International Water Soluble Fertilizer Branch, actively developing new members, strengthen member services, amplifying system and standardizing management as well as doing a good job in information services. Fourth, we are committed to doing a good job in brand activities and building an international exchange and cooperation platform. Last year, we successfully held the 2017 China-ASEAN Agricultural Means of Production Industry Summit Forum and this year we actively organized the 2018 “Double Excellence in ASEAN” serial activity and co-organized the 2018 investigation activity for the agricultural means of production industry. Now we are making preparations for holding the 2018 China-ASEAN Agricultural Means of Production Industry Summit Forum (2018 Lancang-Mekong Agricultural Cooperation Summit and Economic and Trade Fair) as well as for co-holding the 2018 National Agricultural Means of Production Science and Technology Expo and the National Brand Agricultural Products Trade Fair. Fifth, we actively participate in the rural revitalization and the construction of the Belt and Road, explore the integration of rural revitalization and the Belt and Road construction, thus further expanding agricultural, economic and trade exchanges and cooperation.

Regarding the next important work of CACAC, Li Dianping pointed out five key tasks: first, to strengthen analysis in the situation and responding mechanism, and promote a new pattern of openness and win-win cooperation; second, to enhance internal and external work links, expand communication and cooperation channels; third, to organize abundant activities, to create a high-end international communication platform; fourth, to expand the internal and external cooperation path to promote the development of industry and enterprises; fifth, to further strengthen the construction of CACAC and improve service levels.

In her speech, Long Wen introduced the development of Xinjiang Supply and Marketing Cooperative and said that she would fully support CACAC’s work. She pointed out that the Xinjiang Supply and Marketing Cooperative, based on the work deployment of ACFSMC, the Xinjiang Autonomous Regional Party Committee and the People's Government of the Autonomous Region, takes as its principle serving the agriculture, rural areas and farmers, adheres to the new development concept, continuously improves its development quality and efficiency, and plays an active role in safeguarding the production and living of farmers, thus achieving rapid growth of economic operation. The Xinjiang Supply and Marketing Cooperative will actively  support CACAC’s work, strengthen exchange and cooperation between the Xinjiang Supply and Marketing Cooperative and the agricultural means of production enterprises, and warmly welcome the members of CACAC to invest in Xinjiang.

Gao Jiangchun pointed out in his speech that under the leadership of the new council, CACAC, closely focusing on the development needs of the industry, reflects ideas, innovates services, builds platforms, and constructs mechanisms, therefore its work has achieved a new leap and the overall appearance has been completely renewed, presenting vigorous vitality. He suggested that CACAC should strengthen its services in the future and play the role as a bridge, deepen ties and cooperation with the Corps, accelerate development of the agricultural means of production industry. He said that the Corps will as always actively participate in and support the relevant work of CACAC.

The meeting reviewed and approved a number of items such as the "Work Report of the Sixth Meeting of the Second Council of CACAC, the "2017 Annual Financial Work Report of CACAC", and the "Administrative Measures on the Branches of CACAC in China", the "Announcement on the Establishment of the International Water Soluble Fertilizer Branch of the CACAC", the list of changes in the members of CACAC, and the list of adjustment of some vice presidents.

After the preliminary preparations, CACAC set up a second professional branch - International Water-Soluble Fertilizer Branch of CACAC, which was initiated by 16 leading companies in the water-soluble fertilizer industry. The Branch held the first plenary meeting to study and formulate its work responsibilities, service contents and next work plan.

Meanwhile, International Trade Committee of CACAC held its third plenary meeting, discussing the international and domestic situation facing the industry in the first half of this year, studied the impact and changes of the current international trade situation on the fertilizer market, and put forward opinions and suggestions for the future work of CACAC.

Fan Huiqun said at the conclusion of the meeting that thanks to the help and support of all parties, the Sixth Meeting of the Second Council of CACAC was successfully convened and achieved four important results: first, sum up the work since the Fifth Meeting of the Second Council of CACAC and listen to the opinions and suggestions of the member units, and clarify the work priorities for the next step, thus better promoting the implementation of the work in the future; second, set up the International Water-Soluble Fertilizer Branch of CACAC, which not only meets the industry trend of rapid development of water-soluble fertilizer, but also captures the need for the water-soluble fertilizer industry to aggregate to build brands, strengthen promotion, and actively explore the international market. The Branch will actively strive for favorable policies, focus on the convergence effect, guide the industry and enterprises to expand market scale, break through development bottleneck, accelerate development and growth, and make efforts to enhance international competitiveness and brand value; third, the third plenary meeting of the International Trade Committee of CACAC was held to guide everyone to pay attention to the changes in the situation, strengthen the situation judgment and responding, draw on advantages and avoid disadvantages, and steadily expand agricultural, economic and trade cooperation with an international vision.; fourth, strengthen the development of members of CACAC and institutional improvement. The administrative measures of the branches of CACAC in China has been reviewed and approved, new members have been developed. In the future, CACAC will better play the initiative of all parties, encourage and attract more influential enterprises with development visions to form a new working organization to enhance mutual benefit. CACAC will work hard to grasp the current situation and hotspots, strengthen internal and external exchanges, enhance member services, pay attention to policies and markets, further expand international cooperation, and build a high-end cooperation platform, thus better making a contribution in promoting green, high-quality, international agricultural development, making CACAC more effective in building members’ home that can provide professional support and diversified services for the industry and enterprises, and become an excellent international organization that enables everyone to go abroad and rely on.

At the meeting, the membership certificate was issued for the members of the Second Council of CACAC. Representatives also participated in the 9th China International Water-Soluble Fertilizer High-Level Conference and Liquid Fertilizer Innovation Development Conference, and visited the intelligent fertilization system of Xinjiang Huier Agriculture Group Co., Ltd.
