On September 26, the Fifth Session of the Second Council of China-ASEAN Chamber of Agricultural Commerce (CACAC) was held in Nanning, Guangxi Zhuang Autonomous Region. On the conference, leaders of CACAC systematically summarized the work since the Fourth Session of the Secod Council, planned out and deployed key tasks for the next stage and deliberated and voted on relevant issues.

Li Dianping, director of Bureau of Agricultural Means of Production of All China Federation of Supply and Marketing Cooperatives(ACFSMC) and president of CACAC delivered work report on behalf of the Council of CACAC. Other participants include Mr. Kong Peicong, director of Department for Associations and Societ of ACFSMC, Ms. Liu Ting, Vice director of International Cooperation Department of ACFSMC, Mr. Wei Guowen, Vice director of the Council of Supply and Marketing Cooperatives of Guangxi Zhuang Autonomous Region, and Mr. Wang Yijun, division head of the International Trade Department of the National Development and Reform Commission. Mr. Kong Peicong, on behalf of competent department of CACAC, made a speech. Ms. Han Huiqun, division head of Bureau of Agricultural Means of Production of ACFSMC and secretary-general of CACAC presided over the conference. 

Li Dianping pointed out in his work report that since the fourth session of the second council, CACAC has carried out various activities and international exchanges under the support of Council members. It has achieved remarkable results in strengthening self-construction and serving the members. The work of CACAC carried out includes: First, strengthen policy research and actively undertake government projects. CACAC carefully studied the advice of canceling export tariffs on potash and ternary compound fertilizers proposed by member enterprises and held a symposium on fertilizer export tariff policy along with multiple associations. Besides, it timely report industrial situation and development suggestions to relevant government departments. Second, it actively promotes the construction of the Belt and Road. This year, CACAC received special funds from the Ministry of Finance to hold 2017 China - ASEAN Agricultural Production Industry Summit Forum. Second, strengthen internal and external contacts and cooperation, maintain good communication and interaction with the embassies of ASEAN countries in China, actively seek the work guidance from relevant state ministries, and carry out close business cooperation both internally and externally. Third, strengthen basic construction of CACAC and improve management and service. CACAC established a professional branch and initiated cooperation in good faith. In addition, it strengthens team building, improves standardized management of system, strengthens the party building and undertakes special rectification work. Fourth, hold major activities and build a platform for exchange. CACAC successfully held the China-Thailand Trade and Cooperation Fair for Agricultural Sector and carefully prepared the 2017 China-ASEAN Agricultural Production Industry Summit Forum. Also CACAC actively organizes the activities of promoting excellent enterprises and high-quality goods into ASEAN countries and organizes members to participate in exhibitions overseas. It co-hosted the 2017 National Agricultural Materials Technology Expo & National Brand Agricultural Products Trade Fair and 2017 China Wisdom Agricultural Means of Production Summit Forum. Fifth, do a good job in information services and expand channels for propaganda of CACAC. CACAC publishes China-ASEAN Business on a monthly basis and has its own Wechat and website.

Concerning the major work of CACAC for the next step, Li Dianping pointed out that CACAC should put its efforts in the following aspects: first, establish an expedite contact mechanism both internally and externally and create a sound environment for development; second, build a high-level platform for international exchanges and hold important brand activities successfully; third, expand channels for foreign cooperation and pragmatically carry out economic and trade exchanges; fourth, further strengthen the self-construction of CACAC and better service member enterprises.

The conference examined and approved the Work Report of the Fifth Session of the Second Council of CACAC, and elected Fan Huiqun as the Vice president of the Second Council of CACAC and the legal representative of CACAC.

On the conference, participants affirmed CACAC’s work from different aspects, and put forward valuable suggestions on CACAC’s future work. During the holding of the conference, the second plenary session of the International Trade Committee of CACAC was held, which reviewed and approved the Declaration of Good Faith Cooperation, discussed the current situation of the fertilizer market and put forward suggestions for relevant policies of improving the fertilizer export tariff. Besides,Mr. Xu Guoqing was elected as Deputy Secretary-general of the International Trade Committee of CACAC

Li Dianping concluded that CACAC’s work is in line with the national construction direction of the Belt and Road and the demand of the times of agricultural industry going out. CACAC now is in a period of accelerating growth and expanding influence. CACAC will continue to give full play to its own advantages and further promote exchanges and cooperation in agricultural means of production between China and ASEAN as well as other countries and regions. It will continue to improve service management functions to reflect the voice of the industry and better lead the development of the industry. CACAC will better take the responsibility as an industrial development leader, enterprise development pusher and international exchange platform builder and better serve the government, industry and its members.

Representatives of the second Council member enterprises of CACAC and member enterprises of the International Trade Committee of CACAC attended the conference.
