The Sixth Session of the Third Council of the China-ASEAN Chamber of Agricultural Commerce (CACAC) was successfully convened in Beijing on December 31, 2024. There should be 100 council members attending this meeting, and the number of council members attending the meeting and asking for leave due to busy work and other reasons and issuing valid letters of entrustment is 67, which was more than 2/3 of the total number of council members, reaching the number stipulated in the constitution of CACAC. Thus, the resolution was legally and validly passed.

The meeting reviewed and approved the work report of the Sixth Session of the Third Council and the 2023 Financial Report of CACAC. It also deliberated on the list of members to be disqualified, the list of newly developed members, changes in the level or personnel of council members, changes in the level or personnel of executive directors, and adjustments to the level of vice presidents. The meeting provided an explanation regarding the convening of CACAC's Fourth Member Congress, announced the content and agenda of the Congress, and reviewed and approved the methods for the selection of member representatives (draft), the election procedures (draft), and the list of member representatives for the Fourth Member Congress.

The meeting adopted the following resolutions by a show of hands:

I. It is agreed to revoke the membership of the following 14 members (listed in no particular order):

1. Cambodia China-ASEAN Chamber of Agricultural Commerce

2. Vietnam Yuezhonghua Investment and Development Co., Ltd.

3. ASEAN International Chamber of Commerce

4. SINO-AGRI Mineral Resources Exploration Co., Ltd.

5. China CO-OP (Ningbo) Marine Economic Development Co., Ltd.

6. Supply and Marketing Cooperative Council of China Council for the Promotion of International Trade

7. Shanxi Jinlan Chemical Co., Ltd.

8. Inner Mongolia Agricultural Means of Production Association

9. Shanghai Beixun Kexing Health Technology Co., Ltd.

10. ZJAMP Group Co., Ltd. (formerly Zhejiang AMP Group Company Limited)

11. Zhejiang Province Agricultural Means of Production Association

12. Shandong SINO-AGRI Uion Biotechnology Co., Ltd.

13. Sichuan Meifeng Agricultural Materials and Chemical Co., Ltd.

14. Xinjiang Zheyuan Agricultural Machinery Industry Technology Development Co., Ltd.

The above 14 units will no longer qualify as members of CACAC starting from December 31, 2024, and will no longer enjoy the rights and obligations associated with CACAC members.

II. It is approved that the following 10 units join CACAC as new members (listed in no particular order):

The above 10 units will officially become members of CACAC starting from December 31, 2024, and will enjoy all the rights and obligations of CACAC members.

III. Approval is granted for the adjustment of the director level or director representatives of the following 18 units (listed in no particular order):

1. Changes in Director Representatives:

a. CNAMPGC Holding Limited Corporation

The director representative is changed from Deputy General Manager Zhu Lian to Zhang Nanshan, Deputy Manager of the Raw Material Fertilizer Department and Sino-Agri Sichuan Company General Manager.

b. Sino-Agri Leading Biosciences Co., Ltd.

The director representative is changed from Huang Boji, Executive Vice General Manager, Chief Financial Officer, and Board Secretary, to Zhang Aijuan, Director of the International Business Division.

c. China Fruit Marketing Association

The director representative is changed from President Lu Fangxiao to Executive Vice President Liu Ting.

d. China Edible Fungi Association

The director representative is changed from Executive Vice President Gao Maolin to Guo Siyan, Assistant Director of the Membership Services Department (International Liaison Department).

e. Anhui Agricultural Means of Production Circulation Association

The director representative is changed from President Liu Guihua to Executive Vice President Pan Xiaofei.

f. Yantai Zhongde Group Co., Ltd.

The director representative is changed from General Manager Wang Qixuan to General Manager Wang Weihan .

g. Shantou Agricultural Means of Production Industry Association

The director representative has changed from former President Xiao Jianwei to current President Huang Shaona.

h. Guangxi Fangchenggang Supply and Marketing Cooperative

The director representative is changed from Su Hai, former Party Group Secretary and Director of the Council, to Qian Tianpeng, current Party Secretary and Director of the Council.

i. Guizhou Agricultural Means of Production Co., Ltd.

The director representative has been changed from President He Lv to Deputy General Manager and the legal representative Zhou Hong.

j. Shaanxi Agricultural Means of Production Industry Association

The director representative is changed from former President Ao Shengjun to current President Zhang Kecheng.

k. Gansu Agricultural Means of Production Fertilizer Co., Ltd.

The director representative is changed from President Man Xiaojun to Party Secretary, President and General Manager Su Haodong.

i. Xinjiang Nongjiale Agricultural Technology Development Co., Ltd.

The director representative is changed from President Lu Xubin to Board Member and General Manager Li Wanjun.

The newly appointed directors from the above 12 council member units will officially qualify as CACAC directors after December 31, 2024. They will enjoy all the rights and obligations associated with the position of director of CACAC.

2. Adjustment of Director Level

a. Sanhe Xiangfeng Fertilizer Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

b. Hebei Yangmei Zhengyuan Chemical Group Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

c. Tancendes Holdings Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

d. Liyang Yuda Machinery Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

e. Yantai Linong Production Materials Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

f. Henan Qiaodi Biotechnology Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

The above six units will no longer qualify for council member units of CACAC or enjoy the rights and obligations of council members starting from December 31, 2024. Instead, They will be adjusted to the qualifications of ordinary member units and enjoy the corresponding rights and obligations of membership.

IV. Approval is granted for the adjustment of the executive director level or executive director representatives of the following four units (listed in no particular order):

1. Changes in Executive Director Representatives:

a. China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters

The executive director representative is changed from Zhang Airong, Director of the Petrochemical Department, to Wei Qiuji, Director of the Petrochemical Department.

b. Jilin Province Supply and Marketing Cooperatives

The executive director representative is changed from Wu Xiaoguang, Director of the Council and Party Group Secretary, to Hong Qiang, Deputy Director of the Council and Party Group member.

c. Banglida Means of Production Chain Co., Ltd.

The executive director representative is changed from General Manager Xie Wenming to Vice-president Wang Long.

The newly appointed executive director representatives from the above three executive director units will officially qualify as executive directors of CACAC starting from December 31, 2024. They will enjoy all the rights and obligations associated with the position of executive directors of CACAC.

2. Adjustment of Executive Director Level

a. Hebei MONBAND Water Soluble Fertilizer Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

Starting from December 31, 2024, the company will no longer qualify for an executive director unit of CACAC or enjoy the rights and obligations of executive directors. It will instead be adjusted to the qualification of an ordinary member unit and enjoy the corresponding rights and obligations of membership.

V. Approval is granted for the adjustment of the vice president level of the following two units:

a. Sichuan Beifeng Agricultural Materials Means of Production Co., Ltd.

Downgraded to executive director level, with the executive director representative remaining unchanged.

b. Yuanji (Shanghai) International Logistics Co., Ltd.

Downgraded to ordinary member, with the ordinary member representative remaining unchanged.

Starting from December 31, 2024, the above two units will no longer qualify for vice president units of CACAC or enjoy the rights and obligations of vice presidents. They will be adjusted to the qualification of executive director units or ordinary member units, respectively, and will enjoy the corresponding rights and obligations of executive directors or ordinary members.

VI. Approval is granted for the following documents (drafts):

"Methods for the Selection of Member Representatives for the Fourth Member Congress of CACAC" (draft),

"Election Methods for the Fourth Member Congress of CACAC" (draft),

"List of Recommended Member Representatives for the Fourth Member Congress of CACAC"

The above resolutions will take effect starting from December 31, 2024.

VII. Concurrently with the meeting, the Tenth Session of the Third standing council of CACAC was also held. Additionally, the Third Meeting of the Second Session of the International Trade Committee of CACAC, the Second Meeting of the Second Session of the International Water-Soluble Fertilizer Branch of CACAC, and the Second Plenary Meeting of the Expert Committee of CACAC were convened. These meetings discussed the current production and trade situation of fertilizers and agricultural products both domestically and internationally, and put forward opinions and suggestions on industry development and the work of CACAC.
