（Adopted at the 7th meeting of the second council of CACAC 

on June 12, 2019）

China-ASEAN Chamber of Agricultural Commerce (hereinafter referred to as CACAC) successfully held the Seventh Meeting of the Second Council in Hangzhou, Zhejiang Province on June 12, 2019. The meeting should be attended by 104 directors. The actual number of people attending the meeting and people asking for leave and providing valid letters of trust due to busy work are 70, which is more than 2/3 of the total number of directors. It is in compliance with the regulations of CACAC and the resolution is legal and valid.

The meeting was chaired by Fan Huiqun, vice president and secretary general of CACAC. The meeting heard and reviewed the work report made by vice-president Fan Huiqun, the membership exemption of the second council of CACAC, the new added membership, adjustment of the president and vice-presidents, appointments of deputy secretary-generals and department heads and adjustment of the person in charge of the Nanning Representative Office of CACAC. The meeting also deliberated the financial report, the Responsibilities and Management Methods of the Expert Committee of CACAC (Exposure draft) and the description of the formation of the Expert Committee of CACAC.

1. The meeting formed the following resolutions by way of a show of hands:

(1) The Work Report of the Seventh Meeting of the Second Council of CACAC and the 2018 Annual Financial Work Report of CACAC were reviewed and unanimously approved.

(2) It is agreed that the membership of UCEXPO is waived and the director qualifications dismissed will be ratified at the next member (representative) meeting.

(3) It is agreed that Ningbo Jerfeng Biotech. Development Co., Ltd. becomes CACAC member and Wu Kaiqing of Yuanji (Shanghai) International Logistics Co., Ltd. becomes individual member of CACAC. The new added director qualifications will be ratified at the next member (representative) meeting.

(4) It is agreed that Wang Xiaojing, Mengjie, Lin Zhongyang become the deputy secretary-generals of the Second Council of CACAC. Kou Wenchun becomes the financial executive of the Second Council of CACAC, enjoying the same treatment as deputy secretary-general. It is agreed that Lin Zhongyang (currently deputy division chief of the economic development department of Guangxi Zhuang Autonomous Region Supply and Marketing Cooperatives) is changed to become the deputy secretary-general of CACAC from Huang Fei, former deputy secretary-general of CACAC.

(5)It is agreed to appoint the following 6 persons as the department heads of the secretariat of the Second Council of CACAC:

A.Director of the integrated department: Meng Jie 

B.Director of the membership department: Zhang Lijun

C.Director of the information technology department: Wang Xiaojing 

D.Deputy director of the information technology department: Qiao Liying

E.Director of international cooperation department: Wang Yulei

F.Deputy Director of the exhibition training department: Yao Jialong

(6)It is agreed to change Lin Zhongyang, deputy division chief of the economic development department of Guangxi Zhuang Autonomous Region Supply and Marketing Cooperatives as the director of the Nanning Representative Office of CACAC.

(7) The Responsibilities and Management Methods of the Expert Committee of CACAC (Exposure draft) is deliberated and passed.

(8) The description of the formation of the Expert Committee of CACAC is deliberated and passed. It is agreed to form the Expert Committee of CACAC as the advisory body and think tank.

(9) It is agreed that Chen Zhihao and Tu Qiaohong serve as the scrutineers for the Seventh Meeting of the Second Council of CACAC. 

2. The meeting formed the following resolution by secret ballot:

It is agreed to add or change the following three people as president or vice-presidents of CACAC:

(1)It is unanimously agreed to change Long Wen, currently the inspector of the Bureau for Agricultural Means of Production & Cotton and Jute of ACFSMC and executive vice-president as the president of the Second Council of CACAC

(2)It is approved to add Tan Ming, deputy director of the Council of Guangxi Zhuang Autonomous Region Supply and Marketing Cooperatives (vice-president unit of CACAC) and Zhang Qin, deputy editor-in-chief of China Agri-Production News (vice-president unit of CACAC) as the vice presidents of the Second Council of CACAC.

3.During the board meeting, the Expert Committee of CACAC held its first plenary meeting, which reviewed and approved the list of the list of some members of the Committee and the 2019 work plan of the Committee (Exposure draft), and unanimously agreed that Wang Xiaojing becomes the secretary-general of the Committee.

4. During the board meeting, the International Trade Committee of CACAC held its fourth plenary meeting. The International Water-Soluble Fertilizer Branch of CACAC held its second plenary meeting to study the market situation and development direction of China's agricultural means of production industry and related industries under the new global production and trade pattern, promoting matching of production, sales and trade resources.

The above resolutions takes effect on the date of June 12, 2019.
