On December 8, 2022, the fourth session of the third council of China-ASEAN Chamber of Agricultural Commerce (CACAC) and the first plenary session of the second International Trade Committee of CACAC were held in Beijing both online and offline. The meeting summarized the annual work, deliberated and voted on important issues. And the International Trade Committee of CACAC successfully completed the first term and  the second International Trade Committee of CACAC was established.

 Li Dianping, director-general of the Department of Science and Technology, Education, Association and Societies of ACFSMC, attended the meeting and delivered a speech. Long Wen, president of CACAC, made a summary of the meeting. Fan Huiqun, executive vice-president and secretary-general of CACAC, presided over the meeting and made the work report and financial report to the Council.

Li Dianping said in his speech that in recent years, facing the impact of the COVID-19, CACAC, under the correct leadership of ACFSMC, sticked to its purpose, actively explored new ideas for work, and innovated service methods, which effectively served the overall situation of the country and the development of the industry. First, it actively participated in the work of ensuring the supply of agricultural materials and stabilizing the price, and fighted the epidemic and provided disaster relief. Second, it continuously built inter-regional communication channels, and actively explored new media communication channels while further promoting the construction of the second phase of the Lancang-Mekong Comprehensive Information Platform for Agriculture, Economy and Trade, Technology. Third, it conducted activities in various forms and played an important role in communicating with industries, serving enterprises and implementing national policies.

Li Dianping put forward three guiding suggestions for the future work of CACAC: First, it should continue to promote regional trade cooperation and thoroughly implement the spirit of the 20th CPC National Congress. Second, it should give full play to the advantages of an international social organization and strengthen service functions. Third, it should strengthen self-construction and improve the quality of development. He said that 2023 is the first year to comprehensively implement the spirit of the 20th CPC National Congress, and also the year to continuously deepen the China-ASEAN comprehensive strategic partnership. Therefore CACAC should seize new opportunities, make new achievements, and play a greater role in promoting the development of China's agricultural materials industry, serving rural revitalization, promoting economic and trade cooperation between China and ASEAN, and facilitating the construction of the Belt and Road.

Fan Huiqun summarized the main work carried out by CACAC in the past year from five aspects in the work report: first, CACAC actively guided members to ensure the supply of agricultural materials to help guarantee the national food security; Second, CACAC repeatedly offered advice and suggestions on Lancang-Mekong Cooperation, and relevant suggestions have been adopted by relevant departments; Third, CACAC earnestly implemented the Lancang-Mekong cooperation project to promote the deepening of Lancang-Mekong agricultural cooperation and exchanges; Fourth, CACAC made every effort to organize and carry out a number of activities to strengthen internal and external exchanges and member services; Fifth, CACAC standardized and strengthened self construction to improve its development and service capacity. In the next step, CACAC will earnestly implement the spirit requirements of the 20th CPC National Congress, actively play the role as an international organization, and focus on four aspects to better serve the government, industry and members: First, CACAC will give priority to meeting the needs of the domestic agricultural materials market and fully serve agricultural production to ensure food security; Second, CACAC will further upgrade and build the Lancang-Mekong Comprehensive Information Platform for Agriculture, Economy and Trade, Technology; Third, CACAC will actively carry out economic and trade promotion activities; Fourth, CACAC will strengthen self-construction.

Long Wen said in the summary of the meeting that overcoming the interference of the epidemic situation, the fourth session of the third Council of CACAC and the first plenary session of the second International Trade Committee of CACAC were successfully held, and all the agendas were completed and the expected goals were achieved. She put forward three suggestions on the future work of CACAC. First, CACAC should observe the general trend and grasp the opportunities of opening up. In the future, the door of China's reform and opening up will open wider, which will certainly create more historical opportunities for Chinese enterprises to go global and bringing in international enterprises. CACAC should attach great importance to this trend, make full preparations, and seize new opportunities. Second, CACAC should focus on key issues including Lancang-Mekong cooperation and China-ASEAN cooperation since the Lancang-Mekong cooperation mechanism has become the most dynamic and potential sub-regional cooperation mechanism. Facing new and broader prospects, the field of agriculture and agricultural materials will usher in new cooperation opportunities. Therefore, the member enterprises of CACAC will certainly have great prospects and promising future. Third, CACAC should strengthen service and constantly improve its functions, give full play to the role as a bridge, actively carry out foreign exchange activities, continue to strengthen self-construction, and enhance its influence at home and abroad. In the future, with the strong support and under the leadership of ACFSMC and with the joint efforts of the member enterprises and the secretariat of CACAC, CACAC will certainly make new achievements in work, and the member enterprises will also achieve better development.

The meeting reviewed and approved the work report and financial report of the fourth session of the third council of CACAC, passed the adjustment list of members of CACAC and the adjustment list of working staff of CACAC secretariat.

The first plenary session of the second International Trade Committee of CACAC was held at the same time. Zhang Xuhong, Chairman of the First International Trade Committee reported on the five-year work and future development priorities of the International Trade Committee of CACAC. The meeting reviewed and approved the list of 28 members of the Second International Trade Committee of CACAC, and established the leading body of the Second International Trade Committee of CACAC.
